Dear Mr. Lubomudrov,
Many thanks for your offer of creating the "No-Risk Banks" in Russia based on principles stated in your article, "EXPERT" magazine, ¹ 20 (184), 31 May 1999 (pp. 18-20). The creation of such banks, under certain conditions, could reduce risks in the banking system, which would enable the realization of large investment projects, including those of foreign companies, as well as the increase of efficiency in the monitoring of banking controls for the purpose of use on investment resources.
EA-Ratings, strategic partner of "Standard and Poor’s" in Russia, is interested in a discussion of a possible co-operation with such banks. The discussion could be on an evaluation of the credit status for the projects, the borrowers and prospectuses issuing securities produced by its participants.
